2021 China Haisum Mid-year Work Conference

On July 23, Haisum held its 2021 Mid-year Work Conference in Shanghai to learn about and implement the requirements put forward at the mid-year work conference of Poly Group and Poly SinoLight Group, wrapping up work in the first half of the year and deploying key tasks for the second half of the year. The conference was presided over by the CPC Committee Deputy Secretary and President Chen Rongrong. The leading group of Haisum, the heads of various departments at the headquarters, and the principal leaders of the Shanghai head office and its subsidiaries attended the conference. Guo Jianquan, the CPC Committee Deputy Secretary , the Director and the General Manager of Poly SinoLight Group, attended the meeting and delivered an important speech.

At the conference, the Strategic Operation Center and the Financial Fund Management Center made respective analyses on the production and operation and financial status in the second quarter, and the Cost Contract Center gave a special speech on "Contract Management for Project Cost". The Shanghai Business Departments and its subsidiaries made brainstorming and exchanged ideas by focusing on the completion of production and operation in the first half of the year, the hidden risks and countermeasures of key general contracting projects under implementation, digital transformation, core competitiveness analysis, corporate capacity building, thoughts on the reform of assessment and incentives, and thoughts and suggestions on exchanges and integration.

Chen Rongrong made a semi-annual operation report on behalf of the management team, comprehensively summarizing the production and operation status of Haisum in the first half of the year. Chen pointed out that 2021 is the opening year of the "14th Five-Year Plan". The management team of Haisum shall earnestly implement the decisions and deployments of Poly Group and Poly SinoLight Group by taking strategic planning as the guidance, reform and development as the starting point, and make solid progress especially in the fields of strategic planning, implementation of organizational changes, deep cultivation of advantageous industries, promotion of digital construction, strengthening of risk management and control, as well as brand building. Chen also emphasized that under the complex situation, the tasks of production, operation and reform and development in the second half of the year would be still arduous. The company must adhere to the combination of goal orientation and problem orientation, integrity and innovation, focus on budget goals and strive to complete production tasks; focus on studying the Party history to strengthen the ability to govern the Party; focus on power and vitality to fully promote reform and innovation; focus on shortcomings in work to comprehensively promote management improvement; focus on key areas to do a good job in risk management; focus on innovation and empowerment to accelerate digital transformation; focus on brand building to create the corporate image of Haisum and go all out to complete the annual production tasks and the goals of Haisum in the year of "strategic development", "reform", "digitization" and "brand building". In addition, Chen also shared his thoughts on "organizational change, business operation, management positioning, digital transformation, core competitiveness and salary reform".

The CPC Committee Secretary and Company Chairman Zhao Guoang made a keynote speech entitled "Inheritance, Reform, Innovation, Integration, Culture of Execution, and Building a Digital Technology-based Engineering Company with First-class Management Pattern". Zhao made a systematic summary of the development logic and implementation progress of the company in promoting the four aspects of "inheritance, reform, innovation, and integration" in the past year, as well as the problems existing in the operation and development in the first half of the year.  

In view of the current macroeconomic situation and the development trend of the industry, Zhao pointed out that it is necessary to focus on the overall situation, take into account all parties and focus on the center with key points highlighted. Looking to the future, we will forge "three arrows", namely, organizational change, technological improvement, and digital transformation to have such three basic platforms set up for long-term development. Based on the present, we will formulate and improve the development strategies of Haisum and all subsidiaries according to the "14th Five-Year Plan", continue to promote the company's reform, and focus on launching the company's brand building program and promote the digital transformation to the fullest.

Zhao Guoang emphasized that execution is the bridge between goals and results. Execution is the foundation of strategy and an indispensable key link in strategic implementation. We talked about "problem orientation, goal traction, reform assistance, and innovation empowerment" before, and we will add "execution foremost" in the future. We must make every effort to build Haisum's culture of execution to ensure the practical implementation of various goals and tasks. The management personnel of Haisum headquarters shall take the lead in accelerating the change of concepts, establishing strategic thinking, changing the style of study, wording and meeting and improving working methods. We must adhere to the "do" as the keyword and the word "practical" as the essence to ensure the realization of the goals of Haisum. We will celebrate the founding of the CPC for its centenary history with outstanding achievements, forge ahead in the "14th Five-Year Plan", set sail on a new journey, and build Haisum into the digital technology engineering company with a first-class management pattern.  

Guo Jianquan made an important speech on behalf of Poly SinoLight. President Guo fully affirmed the effectiveness of Haisum’s work in the first half of the year and the confidence and responsibility of all cadres and employees of Haisum to build a "first-class domestic and internationally renowned technology-based engineering company" without forgetting their original aspirations and keeping their mission in mind.

For the next stage of work, Guo Jianquan put forward three specific requirements.

Firstly, understand the situation clearly and take initiative to scientifically map out the "14th Five-Year Plan". We must look for the future with strategic visions, take initiative to identify the company's positioning in the overall situation of the national development strategy and the development strategy of Poly SinoLight, pursue the company's development and assist the SinoLight Group in achieving its strategy of "being the internationally renowned and domestic leading light industry group in technology innovation". We must expand the market with innovative thinking, build a strong Haisum brand through standardized management, put the social responsibility and brand image of central enterprises in the first place, strengthen technology leadership to create value for customers, undertake projects by leveraging core technologies and promote digital transformation and empower digital factory construction. Secondly, risk prevention, management and control strengthening, and quality and efficiency improvement through fine management. It is necessary to use bottom-line thinking to clarify the foundation and development direction, strengthen risk prediction, prevent risks from the source, focus on key areas to prevent risks, and comprehensively improve the quality and effectiveness of risk prevention and control. The compliance operations shall be deemed as a guarantee for stable operations by means of focusing on prevention and control at the source and standardizing manners of decision-making. It is necessary to implement fine management into various business and management work to have links strictly seized and process control strengthened so as to improve the quality and efficiency to make up shortcomings and weaknesses. Thirdly, thoughts shall be regimented and responsibilities must be consolidated to fulfill the original intention with down-to-earth efforts. After completing the establishment of the headquarters and head office, leading cadres at all levels should further raise their awareness, unify their thinking and accelerate business integration. In accordance with the ideas and goals of development and reform, we must further implement responsibilities, strengthen implementation, continue to carry forward the "wolf spirit" culture, and promote the implementation of development and reform with good working modes and solid working styles.

Guo hoped that all cadres and employees of Haisum will follow the spirit of the General Secretary Xi Jinping’s important speech on July 1, vigorously promote the  Party-building spirit, and transform the learning results into practical actions to promote the reform and development of the enterprise, striding for a new chapter of high-quality development of Haisum through in-depth reform, innovation promotion, risk prevention and commitment to safety.
